Bill Charles Moore was born in Argenta (currently known as North Little Rock), Pulaski County, Arkansas. He was the fourth of five boys born to Vinson and Adeline Edith [Holman] Moore, and grandson to Uriah and Estella [Godwin] Moore. As a young child, his family moved to Casper, Natrona County, Wyoming.
At the age of twenty-two, Bill married nineteen-year-old Verna Irene Smink on 17 Jul 1937 in Casper. Bill and Verna happily raised three daughters and one son. Verna's untimely death occured in 1975. She was buried next to their beautiful daughter, Irva.
Later, Bill married the sweet and kind, Anna Marie. Bill retired as a Roadmaster with the railroad company.
